I am not sure the exact opening hours but I went to Citadel, Mosque Sultan Hassan and Rifai all on a Friday after prayers so after 1pm. The citadel was really busy with local tourists and school trips but that made it really lively and enjoyable. I think by the time we crossed and got to Sultan Hassan it was about 3:30ish pm.
